What is the third headlight bulb on the VW CC (2009)

Inside each headlight housing, there is a third bulb, on the inboard side, with a partial shield over it.  I haven't been able to get thiese to come on, regardless of the light settings, day or night.  Nothing in the manual mentions these.  They are not the fog lights, which are located below the bumper.  Any ideas?

They're turning lights. Whenever you turn the wheel to the left, the left light will come on to give extra light where you will be turning. If you turn the blinker on, after 2-3 seconds it will come on also. It only works when your traveling at a low speed. So if you're going down the interstate and turn your blinker on, it won't come on. This is what you call a selling point. Pretty sweet.
