is it possible that the dealership maintenance damaged my coolant hose which
is now leaking when they installed a new starter on my 2009 Ford Ranger pick

Anything is possible but it is unlikely and you will never convince them to fix it at their expense. Your hoses are how old? 12 years? Suck it up and install a new hose.
It's very possible. Things have to be moved around to get to certain parts that need replacing. On an older model this can very well cause another problem. When I had the air conditioner compressor replaced on my '94 Fleetwood in 2018 I wound up with a leaky heater core. The engine had to be jacked up to get the old compressor out and the new one in. This put stress on the 24 year old heater core and a few weeks later it began leaking. It happens. Just like with your hoses it wasn't done deliberately, just a fact of life. Old things break more easily! Hope that helps! Jim
