Do these vehicles come stock with a govenor? how could i identify the mechanism?

are you thinking perhaps a built-in speed limiter that you'd rather do away with? do not think they have this clever enough a technology...so they can control your speed from helicopter or outer space...but is a nice dream (NOT)~
