Ground wire in fuse box.

Does the ground wire inside the fuse
box inside the car attach to anything or
just hang there? Its attached to side of
car and is just  hanging there. I wanna
make sure i didnt accidentally unplug
it. The end handing is one of those flat
things that is open at the other end like
it should be plugged into something?
