My 2010 Camry blows hot air all the time, even when the fan is off. If I turn the ac on the lowest setting, it is slightly cooler but not cold. Any idea on what this might be?

Too little Freon, leaking system, compressor or condenser. Any one of these, you need to have your system professionally checked.
Is the little Ac light flashing when the AC is turned on?

Last_chance, the light stays solid green. If the refrigerant is low or the condenser is going, why does it blow hot air when the system is off and the outside air is in the 60's?
When you say the "system is off"...does that mean you turn the blower motor switch OFF.......but the blower motor continues to run?....or...the blower stops running and you continue to feel air coming into the vehicle
It sounds more like your temperature control is not switching from Heat to Cool. It appears to be stuck in the Hot zone. You may have a bad selector switch or a bad electric blend door.
