2010 Chevy Malibu starting issues

When I turn the key it sounds like it wants to start, but it doesn't.  Typically it will start
after about an hour.  I took the car to the dealership.  They replaced the fuel pump, but
that didn't work.  They said they checked out the security system and everything
looked good.  The last time this happened I opened the trunk and exposed the relays.  
Once I touched (just touched) the relays to see if they were being triggered the car
started.  I'm not sure if it's a bad relay or what.  Anyone have any ideas?
This car was at my normal mechanic for about a month and he could not figure it out.
It's now been at the dealership 4 times.

This issue seems to happen about once a week. After the dealer replaced the fuel pump it worked fine for about 6 days.
