2010 chevy impala

I have a 2010 chevy impala and the insurance
company put a new rack and power steering pump
on but it still tightens up when turning , its fine
when im driving tho. Also when i try to turn the
ignition it feels locked but eventually turns over.
Could this be my steering column being that the
rack and steering pump are brand new ?

If you feel when press the gas the steering be very smooth that means you need replace the serpentine belt...
