Can I change my tires and rims size to fit a low rolling resistance tire?

I may have already posted this. I have a 2010 Impala LTZ. Love everything
about it except for the low profile rim and tires. Rough ride. Is it possible to
change to a 16 rim and use Bridgestone's low rolling resistance Ecopia tires?
