Parking brake adjusted tight but still rolls on slight incline.

On my wife's 2010 Endeavor SE AWD, the vehicle will roll backwards freely on a slight grade, despite the brake being adjusted down tight.  Tight as in "we backed off one click from the brake dragging".  Any ideas?

Remove rear tires and check to make sure cable is actually pulling on brake linkage from both sudes, it may be damaged
