MAZDA6 -replacing AC Compressor

Hi,
My AC needs repair. Dealer told me to replace AC Compressor and quoted:
~$1000 for it ($650 parts, $300 labor),
plus AC evac and recharge $60 parts + $160 labor,
plus serpentine belt replacement $60 parts + $120 labor.
Aren't the last two done the same time as AC Compressor replacement and he should not charge me to their labor?
