HORN AND BRAKE LIGHTS WORK, EVERYTHING ELSE DOES'NT!!!

Hello, I have a 2010 Nissan altima and I recently got it from an auction. I got a
new battery and instrument cluster for it. Upon pluging everything up the car
still will not power on. The horn and the brake lights work, everything else wont
turn on. Also when I try to connect an ODB tool to the car, the car is not
communicating to the tool. Please Help!
