Toyota Highlander 2010 Base

I have problem with TPMS:
- The light start flashing then become solid
- Checked all the 4 tires and the spare and all of them have 32PSI
- Turn on the key to ACC and press the TPMS reset but the light never go away
- Does this means my TPMS is having problem?
- If yes, is it expensive to replace it?

$40 per sensor and they have to be programmed to ECU.
