Shift motor on the transfer case is only to shift into 4x4 low. Vehicle is always in 4x4 mode in the transfer case. Disconnecting the vacuum lines from the actuators will engage the the front hubs manually. System works on vacuum constantly being applied to the hubs when. Not in 4x4 mode. When you turn the switch to 4x4 mode it removes the vacuum from the actuators and they mesh with the hubs.. transfer case could be bad too but that’s unlikely. But not impossible. Remove and pinch the vacuum lines at the hubs and see what happens.

I have looked at mine. Only partially engages. It still has vacuume in 4x hi and low. But less then in 2wd. Lights say 4x4 but not engaging. Going to change the solenoid motor under drivers side door attached to transmission. Only thing left to check

2013 actuator not disengaging, keeps braking actuator plastic housing for gear. Does the TCCM work with the actuator somehow? I've replaced reservoir, solenoid, check valve, vacuum line, actuators, hub including half shaft.
