What part is this? Is it normal to be super hot?

Hi! I need help. My bmw x3 2010 has been
struggling in his hydraulic system (stearing
wheel).
It has been turn off for hours now but this gray  
part is still really hot. What part is it? Is it
normal to be that hot? (I havent drive long
distances) Is it dangerous?

When driving the car sounds like a remote
control car.

That's the oil cooler. It has hot coolant running through it, so yes, it's normal for it to stay hot after shutting the car off. As far as sounding like a remote control car, how does the belt look? You mentioned that there's an issue with the steering, is the power steering fluid low?
