Is it a problem with the ECU?

Passenger airbag off even with a passenger sitting, seatbelt light flashing, and
srs light continuously on.

Check the wiring going to the passenger's seat. Sounds like the weight sensor in the seat is unplugged or bad. Hope that helps! Jim
