can i have a car certified anywhere that certify or is it just done by it maker?

purchasing a used car. where can I get it certified and cost?

I think you are confused. A certified vehicle is one sold by a dealer that is somewhat reconditioned and comes with a manufacturers warranty for slightly more than one without this title. But you can certainly purchase a used car and have it repaired after the fact and purchase a third party warranty if you want, though it won't be certified.

I have never seen a 9 year old certified car for sale. Certified cars are low mile and usually 3 years old or less.
