2011 Ford Focus 2.0L SEL air only blows out defrost

The air only blows out defrost, I've replaced the
temp controls with a used one but still doing the
same, the old temp control did not turn on air at all,
the used one now is but only blowing out defrost,
what am I missing? Could it be defective?

Check the HVAC blend door actuator that moves the blend door for defrost, vents, and to the floor.
