The compressor cycling indicates pressure in the
system which is good. Not taking any refrigerant
could be a dead giveaway meaning the compressor
is not pulling a vacuum. But it could be any number
of things. Damper control that blocks the heater
core might be the culprit. Try turning the control to
full heat then back to cold to see if there is a temp
difference. Aside from that, you need some gauges,
high and low to diagnose your system. Without
those, you wont be able to tell anything. The
compressor might be bad or weak, the expansion
valve stuck open, lines clogged, condenser bad or
clogged, evaporator clogged. Gauges are available
from harbor freight. Inexpensive and invaluable. If
you are not sure about using them, then take the car
to a reliable mechanic. Last resort, some
recharging solutions have low pressure (blue)
gauge. If you have one, check the low side
pressure. Should be 25 to 40 psi.
