can a bad throttle position sensor cause the gas peddle not to work?

Depends on the throttle system you have. Early OBD 2 systems had either a cable actuated throttle or a what called drive by wire throttle. Only the drive but wire system can have what your describing. So you should have a check engine light on with the corresponding code for the sensor.

It may run poorly and have bad throttle response, but the throttle will operate as normal. This car has a cable-operated throttle body, so it should continue to function.
