can a 1998 318i w/o sport suspension use a sport suspension front strut assembly

When dealing with suspension and brake components it is always advised that you replace both sides. To answer your question, yes you can rplace with sport strut assembly but you will need to do both sides, and if possible get the uprated springs aswell ( M-Tech).
