Bmw 325i a/c problem

My a/c is not kicking on. The fan is working and it
says that it is on when I turn it up. I noticed a wire
near my battery in the trunk (red and blue wires)
that was just hanging there unplugged. Couldn't
find a port to plug it in. I don't know the name of
wire but I am wondering if this is the problem as to
why the a/c won't blow air. Can anyone help give
me a run down?

Pay $85-100 and have it evacuated, checked for leaks 30mm of vacuum ...and filled with the correct oil PAG,# and amount. Then filled to the correct weight ONLY proper way, of refrigerant 134A. That's what I suggest..
