can a bad fuse 40 stop a 2002 cadillac escalade from starting,battery good,starter good

Look in your owners manual to see what runs on fuse 40. If it is the fuel pump then yes.

My 1999 Escalade on occasion would not start and after letting it sit idle for a few min would start and then no start and dead. Looked at several electrical circuits and after all failed I removed the cover where all the relays are located. I removed each relay and pushed it back in and out several times. Started immediately and not had the problem since. So contacts had become corroded enough to present enough resistance so the relay would not pull in. Pushing in and pulling out burnished the contacts enough to allow proper current to close the relay. Several other problems could probably be cleared in this manner. Hope this helps.
