I checked the voltage and it read like 13.2 volts, so I thought that was Ok. I was thinking that it might of set off the theft system???

If it only clicked each time you turned the key, it's probably the starter solenoid. I don't know anything about alarms on cars... :)
If you can jump start it, say yourself alot of time and money and replace the battery.
Its hard to get a good connection when jumping you may need someone to watch the cables for an arc while you start it.
