2001 Cadillac Deville won't start with new battery

My mom's car was sitting for about 2 weeks. She went to start it and only
the inside lights came on. No clicking sounds from battery.  I tried to jump
start the battery. Nothing.  It was a new battery. Took and exchanged it for
a new battery. Now absolutely nothing.  No lights came on now after I
replaced the new battery.
What could be wrong and what should I check first?

Battery cables are clean. I don't understand why the car originally wouldn't start after sitting 2 weeks if it had a new battery and why were there lights on before I took the battery out even though the car wouldn't start. Yesterday I replaced the battery and now the car has absolutely no power.
