Coolent fan always on

What would make the engine fan run when the
motor is cold?

A bad engine coolant temp sensor (ECT), or fan relay, or AC high pressure sensor, or PCM. Ultimately the PCM sends a signal to the fan controller (FCV) to run the fan from those sensor inputs.
