Instrument clusters in many vehicle makes can develop issues due to fatigued internal components. Many have ribbon cables that delaminate and separate connections on the internal cluster board.
I would first check the condition of the power source/fuse to see what voltage is coming through feeding to the cluster.
You might luck out and find a loose connection to the cluster itself and re-seat the connector.
Some clusters have external mini light bulbs on back of the cluster that can cause issue as well. That would require pulling the cluster. Good Luck!
