How to pull codes without scan tool

I cannot get a scanner to link to my
OBD2 port how can I pull trouble codes
without scan tool

There is power, scanner works fine, just no communication between pcm and data link. I checked the pin layout and it does not match any of the diagrams. Locations are 2. 4. 5. 9. 14. 16. I know what the service soon light is about. RMM. When I have scanner plugged in it triggers passive anti theft on and I have to turn off vehicle in plug scanner and restart. Ever heard of this?
