When I go up a hill in my 2000 Sts seville the rpm rev up past 3 to 4 and it slows down significantly. what could be the problem?

When going up a hill the transmission down shifts and the engine speed goes up. Why do you think this is abnormal?

I lose power when I go up hill. It never did that before

If power is down you should do a tuneup. If the power is really bad and the engine bogs down when you step on the gas it could be a bad catalytic converter.
My Cadillac did this when cold and going uphill, it was very low on transmission fluid.
