Car turning off

My 99 deville keep losing power, I have gotten a  
new alternator and battery, it's odd though because
while I'm driving the volts go up (11ish while
headlights are on/12 ish while they are off) but as
soon as I'm not hitting the pedal to accelerate the
volts drop and the car shuts off and won't turn
back on until I recharge that battery, any help
would be awesome thanks in advance

11 volts is very low. If you have a volt meter in the dash it should read somewhere around 13 volts. I think your alternator is not working or that it is very weak. While the car is running check the voltage at the battery with a meter, it should read about 13.5 to 14.5 volts.

So maybe the new alternator that was put in is faulty? Idk I'm fed up with this car but it's so beautiful I can't help but to keep trying thanks I'll swap it out 1 more time

Maybe it is faulty or you have a bad electrical connection some where. Clean and tighten the battery connections and check the alternator connection too. Buy a quality rebuilt. Most of the chain stores sell crap. Look for one that has all new internal parts.
