how would you syphon fuel out of the tank using a hose
and pump? when i put the hose in it stops at a certain point
then i pull it out it's dry. any suggestions?

A slower but alternate way would be to remove the fuel line at the tank side of the fuel pump and let it drain out that way. This will only work if it sits below the bottom of the fuel tank. Remember to leave the gas cap off when you do this to allow air to more easily enter the tank. Any way for you to determine the cause of the blockage going in from the fuel filler side? Would a stiffer hose work to get past it? Be cautious though because it may be a valve in there that prevents you from overfilling the tank.
