1997 cadillac deville have to pump the gas to start it every time?

every time doesnt matter warm or
cold. earlier today while i was doing
this to start it i noticed some smoke
came from the exhaust. this only
happened once is that really bad? i
was wondering how serious of a
problem this is. is it bad for me to
just keep starting it like this or is it
bad for the car?

What you are seeing is unburned fuel coming out the tail pipe. Your Caddy is fuel injector so you shouldn't have to pump the gas pedal. The downside to pumping the gas pedal is that a little bit of raw gas gets into the crank case deluting your oil.

The white smoke concerns me. Make sure the head gasket is ok. As for the fuel pump. Make sure that the fuel lines are not leaking.
