Can a locksmith recode a key

If I was to take the original
cylinder to a locksmith with a key
that's been cut to its right
specifications and with the key
code and the vats code in the
door key code with a locksmith be
able to get that key to actually
turn over and start my 1995
Cadillac DeVille ? somebody that
has knowledge can you please
answer this question thank you
very much greatly appreciated.

On a 95 Deville, I wouldn't think it had VATS. 1997 was when GM was phasing in the transponder keys. Contact a locksmith. But programming is done with the lock cylinder in the vehicle. I think you can get away with just getting a new key cut for the lock cylinder.

I still run early 90s GM vehicles and had a VATS failure in one that I fixed by purchasing a VATS bypass cable. It allows all but the VATS system to work, only costs about $25, and is an easy install, If you can't reprogram your key, and you really do have a VATS system, you might try adding one of these jumper harnesses. I put mine in a 91 Pontiac and was about to do my 93 Coupe De Ville when I sold it.
