So my husband took out the gps kill switchand the
ecm went into failed safe mode. He took the
negative off the battery for an hr and he even took
out the ecu and efi fuses, but its still in fail safe

This may be the info you need ///http://www.instructables.com/id/How-to-remove-a-GPS- disabler-from-a-vehicle/
Do you get a flashing "Security" message? Some GPS disable devices use the circuitry that your crank shaft position sensor uses ... if that 2 wire circuit opens then the engine quits

Thanks for the site...but he never took the negative off the battery before he took out the disabler. There was a green wire going from the kill switch to the ecm. Once he cut that wire the car popped up 3 lights on the dash.. CEL, TRAC OFF, 4WD. It starts but you cant accelerate or reverse.
