94 Deville pedometer problem

Pedometer shows the right speed when I started the car. After 5 minutes the car gets warmer. Then the pedometer will show random number. Is it because of a bad capacitor on the control board? Which tool I can use to read malfunction code? I notice it's totally different from new ODBII connector.

Maybe it was fast walking? Uhh, it is OBD1, but if a capacitor is bad on the control board the OBD1 system will not pick that up.
