IS IT NECESSARY TO REPLACE THE TIMING BELT AT THIS INTERVAL AND HOW MUCH SHOULD I EXPECT TO HAVE TO PAY IF SO?

The 2011 Mazda Miata does NOT have a timing belt. It has a timing chain that is internally lubricated by the engine oil. No maintenance is required on the timing chain other than regular engine maintenance. This applies to vehicles in the USA.
