Do we need to replace brake fluid every 3 years

Dealer wants to replace my brake fluid because it's 3 years old?  Scam?

Preventative maintenance will make your car last a looong time and in this case probably save your life. I change it according to the maintenance manual and the advice of the mechanic inspecting it. Three years wouldn't work for me - kinda long. Depends on mileage not years. Depends on traffic city or highway not years.
