Must be the cooling fans are not coming on when needed, mostly at low speeds. Check fan fuse, fan relay, fan controller/temp sensor. Should come on with the A/C too. Test the motor by applying voltage directly to the motor.
My jeep overheats while driving below 40 mph but not on the fwy why?
