Fans running on high speed

The fans run on high  speed within seconds of starting my truck. The shop has replaced relays and flashed the PCM, still no resolution. They are wanting to replace the PCM but I see in the Ford forum that others have gone to that expense but it did not resolve the issue.
Has anyone figured this out? Any suggestions?

Ed92626, Thank you, I will have the shop do that next. Hope it resolves it. Will post results of that change out. Again, thank you!

Shop tested the ETCS and said it tests good. Any other ideas? I really don't want to go to the cost of the PCM because others on the forums say that didn't work either. Thanks

I decided to try to self diagnosis my issue....last night before turning the truck off I turned off all heating and air. This morning I drove my truck 10 miles to work and the fans never came on...would this indicate the trouble is somewhere in the heating or air system? Thanks

I have now driven a couple hundred miles while troubleshooting this. The only time the fans run at high speed and stay on until the truck is shut off is when I am using the defrost. It never comes on if it is only set to heat, everything runs normal. Any suggestions?
