what is the third circle in my mini cockpit?

I just bought a 2011 cooper convertible. The cockpit has 3 circles behind the
steering wheel. The left is the timer for the top down, the center is the digital
tachometer and then there is a small circle that moves up and down
(adjustable) and it has a cord with adapter hanging from it. Any clue what it is
for? I can't find another car cockpit picture with it in there.

I looked at owners manuals and this device is not shown. Possibly aftermarket.
