Only revving in drive gear

A 1990 cadillac sedan deville I'm
looking at buying has this issue.
Every once and a while, after
stopping at a sign or at lights, I will
press on the throttle and, still
engaged in the drive gear, the car will
Rev it's engine. I will have to wait a
few seconds before it clicks and
feels like it's re-engaging into the
drive gear. What could be causing
this?

Simply, your transmission is failing. You should bring this in for a check up with your regular mechanic. The situation is only going to get worse. Sooner or later, you're going to have a problem getting the car to take off at an intersection. Why wait and get stranded even though you could wait and just call AAA.
