Horn not working. Checked fuse and relay.

Got a car from out of state and it needs to pass an
inspection. Horn doesn't work. Checked the fuse
and the relay. Got told it could possibly be an
airbag clock spring. Is there anything else other
could be besides that?

If fuse/relay are good, then check for voltage at the horn itself. It's a lot easier to access the horn than it is the clock spring. Once you can confirm the horn is good or bad, then you can go about opening the steering wheel to deal with the clock spring. You can buy a clock spring kit to replace yours.
How do I do that? I was at an auto parts store last night which is how we figured out it wasn't the fuse and relay like I originally thought. I can hear a click when I do press the horn.
Google where your horn is. It will be up in the front clip, behind the grille or sometimes buried near the inner fender in the front. They are pretty basic. You will also need a voltmeter or multimeter, test for 12V on the horn leads, with someone pressing the horn button. It's rare for a clock spring to go bad, so try to eliminate all other possible trouble spots first. If you decide to do the clock spring, watch several youtube videos for how to's.
