Electrical Issues, cold weather

My electrical system seems to be locking up in cold weather.  After the car starts (no problem) after about 3-4 seconds the parking break light comes on, as well as the 4 doors open light.  My power windows, heating, A/C, and blinkers do not work at all.  After the car warms up for 15-20 minutes and re-start, things return to normal.  This only happens in the morning when the weather dips below roughly 37 degrees.  Any suggestions?

i would take to dealer ,talk with service manager about a scan.
