Car overheating even after replacing temperature sensor and radiator fans won't turn on even after replacing them

Even after replacing the temperature sensor and
radiator fans and putting a new fan relay, my car is
overheating. But when running the OBD II test the
fans turn on. Can you tell me whats wrong?

Has the engine been overhauled? If so check and make sure none of the ports where the water flows between the cylinders are not obscured, check for a blown head gasket, and then I would check the water pump. Let me know if I was any help.also check your thermostat
As far as the fans go you could have a bad clutch in your fan assembly.
Radiator cap make sure the seal on it is good, and run a pressure check, on it
Engine has not been overhauled, gasket is fine, I replaced both fan relays the fan still wont turn on. But when I do the OBD II test fan turns on and when I unplugged the harness from the cooling sensor. The fans turn on and the cooling sensor is new...however when I test drove the car, it would bogg out and can only go a certain rpm. Can you tell me whats wrong? I put in new fan relays, new fan assembly, and new sensor but the fan only turns on when I do the OBD II test and when I unpkigg the harness from the sensor.
