Filling up the tank

When filling up  the gas tank the pump shuts off
immediately .A Honda dealership replaced the
ORVR valve and replaced the evap canister, the
problem went away for 3 months but has returned.
Now they want to replace the fuel tank?  Is this the
right course of action also it’ll cost $2700.00 .
What else could it be?

Sure it isn't the vent valve again? Go to www.piloteers.org and look for refueling problems, I saw a few posts made there on this topic. I can't see what replacing the tank itself would do, it's just an empty shell. The problem is likely with the vent valve or vent line or whatever is meant to relieve pressure in the tank, and those parts can be replaced independent of the tank.
