resinous where coolant goes keeps boiling, replaced water valve & thermostat still problem persists now.the fans on the radiator don't turn on, help what can I do next

If fans are not coming on first check fuse and relay if ok check power going to fan motor check coolent temperature sensor and check connections going to the fan motor making sure there is no corrosion or loose wires.
