When I fill my tank up it starts leaking under neath the car

May be a hole in tank, could be overfilling, hose that connects tank to fill tube could be rotting... it cost nothing to jack up, secure vehicle(jackstands) and take a look. Never stop learning!!!

How much to replace tank? And how much to replace the hose?
that is one large leak. You need to have a place to work in the car and a couple days to work on it if you want to do it yourself. Fill with a small amount of fuel and see where the leak is. Remove the parts and find replacements from a salvage yard. If you need it fixed ASAP, I agree with Ed, have a shop repair it. Be careful, you don't want to be in a car fire.
