2003 sebring convertible- car wont start and clock/radio won't work while all other electronics do

I have a 2003 Chrysler Sebring LXI Convertible.  It's worked fine until today
although I did replace the battery a year ago.  I tried to started it today, starter
wouldn't turn over, even when I tried to jump start it from another car.  The clock
and radio also don't work although all other electronics work.  What might be
wrong?  Couldn't look today but hope a fuse might be the problem?

It could be the starter fuse I look at that first if it’s not that then it could be the starter went dead I just replace my starter few months back
