Jeep Cherokee Tire wont Move

, today when I was going reverse the front
passenger tire didn’t want to move it stays still
while the other 3 move. Why is this happening? I
do use the hand brakes when I park .

Must be the brake caliper has seized up, locking the brake. If it's not the caliper, check the brake line. Sometimes the inside of the hose will collapse, preventing the release of hydraulic pressure in the caliper. You can test it by cracking open the bleeder to release pressure. But I bet it's the caliper. Sometimes the jammed piston will release going the opposite direction and stomping on the brake pedal.
