Heater blows warm air.

I recently bought a 2000 Chrysler 300M. The heater was working when I purchased it but
now it only blows warm air when the engine is revving. When I come to a stoplight it blows
cold air. I had the battery disconnected to change the starter, not sure if that would have
any effect. Any ideas?
