1999 Chrysler Sebring JXi, A/C compressor will not engage and radiator cooling fan will not operate

I have a 1999 Chrysler Sebring JXi.  The A/C compressor will not engage and the radiator fan will not operate.  I have replaced the PCM and the symptoms are the same.

Trouble codes:
P1495: Leak DET Pump Solenoid Circuit - open/short
P1490: Low Speed Fan Relay Circuit - open/short
P1598: A/C Pressure Sensor Volts Too High
P1489: High Speed Fan Relay Circuit - open/short
P0645: A/C Clutch Relay Circuit - open or short

Symptoms:
1.  Press a/c button and light turns green but compressor does not engage and low speed fan does not come on.
2.  Stop at traffic light and car overheats in 2-3 minutes (hi speed fan does not come on).
3.  Connect fan direct to battery and fun operates properly.
4.  Using shop computer, mechanic is able to bypass the PCM and low speed fan engages, high speed fan engages and a/c compressor engages.
5.  Replaced water temperature sensor and no change.
6.  Replaced A/C relay and no change.
7.  Replaced A/C fuse and no change.
8.  Replaced low speed fan and high speed fan relays and no change.
9.  Tested a/c coolant pressure with refill gauge and it shows greater than 80psi.

I am leaning towards the high pressure sensor switch either faulty or system overcharged but can't find information on bypassing the sensor.

well if the ac doesnt come on the fan wont...sooooo.... is it low on freon?? P1495: Leak DET Pump Solenoid Circuit - open/short OR LOW

you said..I am leaning towards the high pressure sensor switch ...wheres you low pressure sensor...did you jump it???

The Freon system seems to be overcharged at 85psi. The low speed fan should come on when you press the a/c switch, but neither system comes on. They are linked, so if one doesn't work the other won't work. However, the overtemp sensor should turn on the high speed fan. It does not. As I said, I can't find any information on how to jump the high pressure sensor. I am not a a/c expert, but if you add Freon to the low pressure side then I do not see a pressure sensor there. The pressure sensor is on the high pressure side.

P1495 is the gasoline leak detection pump and would seem to be unrelated to this problem.

System #3 says A.C pressure sensor volts to high remove some freon from system. Make sure correct amount is in system.

Yes, I bled the pressure down to normal range and the compressor still will not engage.

Do you know where the high pressure switch is on the A.C system ? If not it is screwed into the side of the accumulator and has two wires going to it. Try tapping on switch lightly with a hammer or the end of a screwdriver and if A.C starts to work replace switch.

My switch has 3 wires, reluctant to stick a jumper wire in until I know which one is which. We have done more wire testing and there is no current to the radiator fan or a/c compressor. However, when connected through the diagnostic computer, the technician is able to command the radiator fan low speed and high speed, and able to command the a/c compressor on.

without seeing it 3 wires..so how many prongs 2/3? if you didnt use a test light yet, send a picture... or replace the switch..cheap..or add some freon/or both.. then it will send some power to the fan..
